Responsibilities:

  • Budgeting
    • Work with HODs on reporting, tracking & updating of budgets

    • Cash flow forecasting

    • Review budget variances vs. actual with HODs and revise budgets as and when required

  • Monthly Account Closing  
    • Monthly GL closing, P/L summary and departmental statement of earnings

    • Raise Journals Voucher & Data Entry via ACCPAC for all transactions

    • Intercompany billing, receipts and adjustments for payments

  • Reporting & Analysis
    • Provide monthly updates to the management on respective department’s finance and plans

    • Work closely with HODs to assist them in financial analysis and simulations, and operational procedures in relation to finance and controls

    • Regular review of Finance Dashboard, KPIs and management reports, highlighting major deviations

    • Oversee and provide annual reporting as per respective agencies’ reporting requirements (IRAS, NCSS, Management Committee, Statutory Boards, government ministries etc.)

    • Track all grants and funding received

    • Submit TDR returns, reconciliation of IPC link and donations

    • Quarterly filing of GST to IRAS

    • Present accounts at Management Committee Meetings

  • Audits
    • Oversee statutory financial year-end audits

    • Audit certification works required by funding ministries / bodies

    • Oversee all fundraising event(s) accounts including necessary audits

    • Ensure Finance SOPs are adhered to and are kept updated

    • Initiate internal audits by external consultants

  • Others
    • Fixed Asset management, including Fixed Asset sighting exercise
    • Complete surveys issued by the department of statistics Singapore
    • Any other duties as assigned

Requirements:

  • A Degree in Accountancy or professional qualifications like ACCA
  • At least 5 years of accounting experience with at least one year handling full set of accounts, if possible
  • Must be IT proficient and familiar with Microsoft suite of products
  • Be able to work independently and has good communication skills
  • Has strong interpersonal skills, a team player and have strong sense of responsibility
  • Experience in a voluntary welfare organisation or school environment will be an advantage
